What is the best sealant to put on the threads of the manifold studs as they go into the water jacket?

Well I used Permatex #2 as I've had good luck using it before on threads and sealing up VW engine cases for the Beetle back in the day. It lasted through the cam break-in period but out on my 2nd run on the rebuilt engine I had a leak on a stud that had to have a Heli-coil put in it and after a couple more runs I was underneath checking things out and found another stud leaking that had come out when I removed the manifolds and it was put back in w/the same sealer. I'm puzzled. It had plenty of time to set up. My engine builder said he usually just uses Locktite on them.
