I noticed this flap, which I guess is the choke over the secondaries, isn't being opened 100% at full throttle. When the throttle is closed, I can manually operate the flap and determine that there is no problem with the flap mechanism itself. With the throttle pulled back, the lever that opens the flap appears to jam against the throttle lever. I can force it past the jam and open the flap 100%. You can hear it break past the jam in the video.
I had this carb rebuilt ten years ago (it's sat in its box since then) and I wonder if it was reassembled correctly. Surely the throttle should be opening the flap all the way.
