Are the bleeder screws on top of caliper?
Some calipers can be installed on wrong side.....however, it will result in bleeder screw on bottom, not top.
Saw this happen once or twice in shops I worked at. A good friend whose name I won't mention MIGHT have also done it.

I once had a vacuum leak at the brake booster hose .

Do an on vehicle Master Cylinder Bleed. If that will not work you know either the Master Cylinder or booster is trashed.

I just can guess about combination valve system ( dist block )... yes rebuilt, but... perfectly done ?
have you checked if brake fluid changes slowly from bowl to bowl when giving brakes ? bigger bowl getting emptied while smaller getting overflown

I have had many problems with the comb/prop valve and FOR YEARS thinking I was getting MC issue. I went from cheap to expensive replacing first the seals, then the pistons with seals kit, then the full MC assembly. Of course the light on cluster was coming on too, sometimes steady on, sometimes with a shy blinking. Aside that all "mechs" in Venezuela tired of this deal have being cheating the customers FOR YEARS unplugging the combination valve switch and drilling a hole between both bowls to "save" this empty/overflow bowls deal. Of course the pedal brake continued to go down when being pressed for long time, but while the system keeps braking ( which actually does not efficiently but still works ) and the light on cluster keeps off, customers are happy.
Since I never get satisfied with that kind of "easy" solutions ( or getting tricky solutions ) I keep tracking where is actually the problem. Found the combination valve was linking the front and rear brake system throught the pressure balance piston cylinder... maybe damaged O rings or maybe damaged cylinder itself, dunno. This comunication between brake systems on combination valve was getting emptied the big bowl ( front brakes ) and overflowing the small bowl ( rear brakes ) because the bigger volume piston which is the rear one was beating the small piston pressure resistence.
I can't say is a scientific analysis since I never have parted out ( yet ) a combination valve to certify the O rings or cilinder damage due the lack of tools to make this, althought have the O rings replacement kit for that, but once I replaced the combination valve with a repro piece was being sold lo g time ago ( dunno if you remember those being offered guys ) and fixed that. No more brake fluid changing from bowl to bowl, no more light coming on on cluster and pedal never went down anymore. I began to get nice brakes once again!
On a side note, the new repro combination valve just last longed couple of years! Went bad with same issue and had to get an used piece in working order from an F body. I hope after 6 years parked and parted out it still will work when my car gets reassembled back.
The hidraulic brake system is SO SIMPLE that usually gets us mad with these misterious fails, and the only piece which is somehow of mistery is just right the combination valve. We never think it could be that and since there ARE NOT replacements ( mostly sure because they get a long life and manufacturers never worried to keep them in production anymore ) maybe we cheat us ourself, that's not the problem. But guess what? They had to fail NOW, after 40 years! LOL
