You may have to drain and drop your fuel tank. If the car sat for many years low on fuel, the sending unit may have froze. It's not hard to take out. If you did the checks then that would probably be your best bet. Mine did the same thing until I installed a new sending unit. Bob

You don't need to drop the tank to remove the sending unit. Is some tricky but is posible to do it with tank in place, as far you have gas below half.
did you check the sender or fuel tank itself is getting ground too?

Did you ground the fuel line across the rubber section? There should be a metal strap that clips onto the metal fuel lines, around the rubber, thusly connecting them.

i just took the little nut off put the connection on the threds and tighted up the nut, i didn't ground it to anything. the only thing i grounded it to, to maked sure the wires were working wa the frame. but when i hook it up to the unit i get nothing so ill probably get another new one. :\

tank or sender need to be ground somehow. Normally the gast tank strapp is able to groud it BUT maybe not allways. It should be a reason to sell a ground strap wire to fit between sender outlet and gas line to frame
