Yes hotrodder, it is a factory metal drain plug. If you notice the grooves in the floor pans you will see to run down to that area in the back . The rubber body plugs are to cover the factory holes from stamping the pieces and won't let water drain out from the inside of the car, from say someone getting in the car with snow or water on them or from spilling something inside the car. That what that metal cover plate is for. You also don't want to silicone seal it or anything what will plug it. My 73 also has them in the back seat area on the floor.

Well 72 might be different, I can't understand why mother mopar won't put it on both sides. I know there on both sides of my car and I did see them on my friends john junkyard 74 charger that I'm stripping. Maybe several members can check there cars to be sure. You can see these cover plate from underneath the car.

Well my interior is stripped out & it was the drivers side screw in plug that had me answer in the first place - yep, got em on both sides. Maybe yours was upgraded on the one side all ready Maybe upgraded isn't the right word I just figure anything made to let water out can let water in too

My '74 has the round metal plates on both passenger foot wells. One screw holding them down but they also have a lot of the factory seam sealer smeared everywhere. I don't think any water could drain through those unless you cleaned the sealer and removed the screws. I guess it's a mystery why they didn't use the rubber/plastic body plugs (there sure seems to plenty of those).

I think today I'm gonna be going back out to the Charger to do some more work, woohoo..... I'll crawl back in the inside of it, and see what I can find with the divers side, but I it was just that one on the pass side, but who's to say that there may have been one on the drivers side, and it got replaced somewhere down the road.....
