The tank is isolated from the car if there is a mat between the top of the tank and trunk and if there is rubber between the bottom and the straps. Therefore a ground strap is needed to complete the circuit for the sending unit. Hopefully Classic Ind has changed the strap they are selling. When I bought one years ago it was too short. I had to return it and purchased one from Roseville Mopars.

I never have seen rubber between straps and tank

I used to sell them when I was at NPD. GM used them. Therefore when I said "if" they are between the straps and tank as IF someone installed them. Irregardless, a ground strap if needed to ensure the sending unit is properly grounded.
