fill in the holes in new brackets and drill out new ones? I don't think will work. Never compaired bumper brackets side to side BUT thinking on a related common part...71/72 front valences frame rail brackets are as far I remember shorter ( or are they longer, can't recall right now ). That makes me think frame rails height is lower ( or higher ) and would make bumper brackets diff shape too to get the bumper height. Maybe hard to notice but there. just a guess

Since you do have both sets of outer brackets, why not post a pic with 1 atop the other for comparison? Could be that you can drill new holes in your inner brkts & be good to go
