Are fuel line measurements based on the ID or the OD ??

DUMB QUESTION, I know, but I really don't remember...and yes there are several different applications I can think of that the given size is referencing the inside dimension of a line, pipe, cylinder, etc., just as I can think of other applications where the outside dimensions are the basis for a given measurement.
