that's why I didn't want to sell these on ebay! but I had 14 of these panels and after a year only have made to sell 4 allong the boards
when I relisted the item got a messagge the listing fee wasn't to be charged if sell

Why do you think they offer free listings so much? The basic listing fee may be minimal or free.... As far as I can tell, regular users get 50 free listings per month. Having an eBay store, I think I get 2000.
However, the additional added-on fee for placing a reserve on the auction is costly. 1% of the reserve price that you set. And I am fairly sure that fee does not go away if the item sells, regardless of whether the auction is a re-list or not.
Using that reserve listing format cost you $13 in fees. A total waste in my opinion.
You could have avoided that $13 in fees by listing as a fixed price listing as I suggested. As you found out, there is a reason why fixed price listings have become more popular over the years. They are cheaper and you basically pay nothing, if the item does not sell. I can't think of any circumstances that I would personally use the reserve auction format you chose, when selling parts. Certainly, I would never use it on an item of moderate interest. One not likely to result in a "bidding frenzy"

well, if I wasn't set a reserve price, the high bidder on firts try ( which By the way, it was the only bidder on second ) was won the item in $535 which it was the max bid... it was to be even worst :/
fixed price... dunno. I tried to catch a bidder offering more.
Whatever, better that than keep it storaged for more time. It has being allmost two years since I shipped these panels

what it means or makes PRINT THE SHIPPING LABEL option ? is something I can do being outside USA ? I'm not the one who phisically will be shipping, but Stuart Sutton who got my panels to be shipped from his place ( he is the owner of the lime green "birdable" )

I was affraid on click on the print shipping label box because I could screwed it up, but at the end clicked on it. Is something I can't do because my ebay account registration address is not in USA.

Hmmm....does refused mean literally refused, or does it mean a signature was required and no one was there to sign for it?

You need to send a message to the buyer and ask them why it was refused.
One guess.... the package arrived damaged.
