If I order something and the package arrives to my house obviously damaged, I would refuse the shipment.
Insurance protects the seller, not the buyer. It is the sellers responsibility to deliver the item in "as described condition" The buyer getting their money back is never contingent on an insurance claim.
As buyer, I won't file insurance claims for other people, particularly if their packaging is sub-standard.

Your buyers name appeared in your PP screenshot.
I Google searched his name, then did a White Pages search.
White pages shows his current address in Westbrook, CT 06498-1456 It also shows his previous address in Old Saybrook CT (an area I know pretty well) The USPS tracking showed delivery attempted in Old Saybrook.....not good.
The seller may not have updated their address info. Maybe delivery was attempted at his old address?

actually got a reply from him
"Hi recived the panel box had ben damaged onpened up found 2 cracks I thought it only had one crack. But now look at the pic. it did have 2 cracks. I refused it and sent it back my mistake so when you gte back I will pay to ship it back to me sorry. thanks bill dy time contac xxxxxxxxxxxx"
my sale shows clearly two cracks and I explained that.
will tell to Stuart ( who is helping me on ship from his place ) to call him and close the shipping payment... better with a Money Order.

At least your non reading buyer was accountable for his mistake. Mine usually are not.
Some days....I wish that eBay would give their users a short reading comprehension test before allowing them to activate an account.

I was at the Post office yesterday to check on the tracking number. Looks the same as when I checked it on eBay I sent the money order too. thanks, Bill
