Soooooo...this is the black rubber strip that seals the hood at it's leading edge to the bumper?

no, is a filler what attachs on bumper... just 73/74 stuff

yeah, to meet collision restrictions, bumpers where placed a little far away from body, so the gap was got was filled with rubber fillers. they are ALL right now completelly dried and broken.
