That sucks....the old blame the foam game. No matter what the problem, blame the foam. I am predicting now.....The tech guy is going to tell you that you need THEIR new foam, that PUI is no good. (which might be true- as I have firsthand experience that PUI covers are garbage.) You spend more $$$$ getting the new foam.....and the results are more or less the same. Then it will be an installation issue.
I have one more set of Legendary covers on hand. 71 style Probably 10 years old, but still new in the box. Not real excited about doing the seat thing again.

Of course is the relation between inner and outer skins! If one is larger than the other, the shorter will rule!
I don't think the intermediate foam thickness could be an issue if the skins were propperly set it up. Can get more or less padded, but if skins were correctly made that wouldn't be a big issue, although will help

Before I'd buy new foam from anyone, I'd try steaming what you have first.
If that wasn't enough, I'd spray glue an additional thin layer(s) of foam into the trouble areas as needed.
