While looking around under the dash, I came across these two flip vents. They are kinda hidden and flip open. The location is below the ashtray. Not really a user friendly location. I have my logical guesses but I'm sure you guys have the answer.

Open them up too put HOT air on your feet while heater is in operation.

Nice little foot warmers!
By '77, this panel had been reshaped and included 3 fixed openings that could not be closed. I like this better.
I wonder if I have any of those parts for my Charger? I'm not sure that ANY of the HVAC duct work is present.

the rude and primitive way to get air to your feets ( heater or AC, whichever )
is not part of the fiber housing, but the extra piece to link the box to the dash ducts, attached with screws to U nuts

I figured that's what it was Thank You. Primitive is right Nacho! I guess we can equate it to a manual choke for your carburetor. Brings to mind the manual windshield wipers on the subway train when I was an operator. You had to take your hand off the break while trying to stop in a station and wipe the arm manually up and down with your hand. The location of the vent was odd to me as well as not very viable/obvious.
