The motor works fine it does move headlights up and down but the relay in the car just keeps clicking away if they are up or down. I am thinking about just wiring a switch to do this manually if I cant figure this out. Thanks any help is great.

You might have the wrong motor. There were two or three variations and they all have different stop points at the end of the stroke (open/closed). Also, if you have an early 71, the rubber bump-stops that the doors close against might be too fat. Later 71's and 72's have a flatter bumper which allows more travel so that the motor contacts disengage properly. Otherwise, the motor just wants to keep going. This is a problem on my 71 and I just have not had the time to fix it properly.
My plan is to carefully cut off the "dome" of the bump-stops with a razor blade. Everything worked fine with the motor out by itself. If you try the motor test, Just make sure it's grounded and you have a tight grip on it.
