Trying to understand I got you have problems with gauge lights and all parking lamps around ( including sidemarkers )
I will give you all the scheme about how the lights switch does work
Light Switch does have power on this way:
One constant and direct power input, without fuse from ammeter wire splice. This is an input JUST for headlights, what of course output runs directly to dimmner floor switch and then routed to the selected filament on beams. No fuse there I guess because they assume FUSE LINK will blow if some problem there.
Next input is contant power coming from fuse box ( 20 amps ) to feed on ONE output to parking and sidemarkers all around and on ANOTHER output the dimmer function. This secondary output from dimmer function runs back to fuse box to another fuse ( 5 amps if I recall correctly ) separated from fuse box buss bars behind fusebox. If you see on back of fuse box, you'll notice a fuse drived by orange wires. Thats the dimmer circuit output.
Thats the reason you can get no cluster and still parking/sidemarkers lights... dimmer fuse blowed but not the input to switch.
If yoo loose cluster and parking/sidemarkers, then input fuse is the cause.
Anyway, check on tech archives you'll find the 73 Rallye diagram of how the switch and fuse box are related and will find which fuse is to each function.
if is simply input fuse blowed, then you'll find you lost cigar lighter and glove box lights too... and some extra accesories plugged on red feed ( map light, courtesy light ), if equipped.
Ignition switch Is not in play when we talk about lights, ALL the Lights are battery directly feed.
And we are assuming lights switch is still working. Honestly I find hard they broke. My car and lot of cars around still have the originals. Just the dimmer function gets really damaged with time.

the socket on cluster ( dash name is used to all the assembly, cluster is used just to gauges panel ) is simply pressed in holes. Then bulbs are bayonet kind. Need to be slightly pushed and then twisted to release from secure slots inside socket.

I think the best I can do is show you how the socket it is: as you can see is simply a socket hold out by that kind of "crown" what is no more that some springs what keep socket in hole. twist will work, pull will work, pry up will work... you could try to hit it by a side to loose them a little bit

Perhaps you can pry on the bulb with a very small screwdriver?
Unless this is a daily driver - I'd be planning on removing the cluster to refurb that blue cover.
I'm planning to add #40 drillbit holes to mine for cooling. I figure 3 holes equidistant around the base of blue cover will do.

Maybe you could use the eraser end of a pencil with some sticky tape wound around it to pull the bulb out? I'd suggest super-glue on the eraser, but if you miss the mark, you're double-f@#*ed.
