It's a protective gel for use with wire feed welders, that allegedly prolongs life of contact tip and nozzle by preventing spatter build-up.
I say allegedly, because I've never known anyone that uses it regularly.
The gel "works" by reducing spatter build up on the nozzle. One simply dips his welding nozzle and tips into this gel to prevent spatter and spatter build-up. The gel is purported to be compatible with all known processes of semi-automatic and automatic welding equipment and--as I said--is touted as extending the life of tips and nozzles.

The stuff actually does work. We used it daily when I was on the welding line at Hendrickson Trailer welding air ride suspensions.
Just dip the nozzle in while its a bit hot and it coats the tip and nozzle. If you are used to welding without it, you will notice a big difference in the amount of buildup and the frequency in which you have to change tips.
