Lol. I wonder why no one got this option. But thank you for the help. It does look like other people have messed with the wiring before me so who knows that it could be. Well I'm hoping you will.

What befuddles me is how there is a short, allowing current to flow everywhere, but it's not popping a fuse.
Aside from this issue, what electrical things DO work as they should?

Right now nothing works. I followed the wires that he had told me before and they all have power. Actually one thing works lol. The sound for the turn signal works if i touch that tester to it. But really. Nothing works right now

Actually no. The ignition switch recognizes the different positions the key can be turned to but nothing happens whenever I turn the key to any of them.

Oh and about the fuses. The only fuse that was blown was the #8. I put a non blown one in it and it hasn't blown since.

let's try this as first step... disconect the ignition switch plug and try again same test. I'm not really sure where it will take, but we have to start from somewhere

Nacho, what about a possibility of crossed wires at the infamous bulkhead or melted wires under the dash causing a minute amount of current to flow. I mention this because on my car the red (hot) lead had heated up enough to melt the wire next to it and fused together. It didn't melt through and I was able to separate them. And also my bulkhead is damaged due to the heat. Could a feedback be happening there? I would unplug and check the bulkhead under the hood and check under the dash to see if anything looks odd. Where does the wires look altered?

Yes I have thought on that, but i can't get which one could cause that. So will need to start to isolate circuits untill find it. Thats the regular column switch, but tilt steering columns are Made by Saginaw ( GM design ) and ign switch is "divorced" from the ign key cylinder assembly, being activated by a remote rod/link. Is mounted straight down the column Of course there is a pigtail or piece of harness that links the GM switch with the underdash harness plug
