To me it sounds like you should check the bearings in the column itself

Bearing? Are you referring to this spring and wheel?

No, he means the bearings for the center shaft (I think). The splined shaft the wheel was fastened to

Ahh, this. It seems ok. I guess if it wobbles it could sound the horn while turning the steering wheel?

Imposible! The only way the horn sounds while you are not pressing buttons is some of the parts AFTER the switches on steering wheel ground accidentally. This mean the red wire, the horn track, the bearing/rod or black wire from turning switch.

Ok , any tips on driving this pinn through the shaft in order to get the big round gear looking thing attached to the stearing column off the shaft? Does it go one way? I don't think so but ive been pounding on itand it wont move. Is there a tool for this?

That kind of retainer goes on both ways. Some others get a pin more conical which goes in just one way.
There is a page from a Mopar magazine what ilustrates this very well.

I got the pin out! Next issue........ DO I have the correct switch?? Its different to me as far as wires go. The swich itself is the same. I was hoping to just plug it in .... The new part has a red and black wire that are not in the plug portion What now?

New replacements got an extra thin gauge black wire which I'm unsure whats the deal with it. You supossely should get an instructions sheet with the switch and match the car you will install. Some cars got the red and black wires out of the plug and get an extra plug with packard terminals just in case the car where will be installed uses that kind of plug for those. If not, simply inset it on the cavities your old plug have.
But still unsure of the extra black wire. As far I recall its on the cavity where usually the orange wire for the shifter light ( on column shifters ) goes.
